Before the first save the draft is a starter menu, stored nowhere. The usual loop: chat.attendant.save_draft until `problems` is empty, chat.attendant.publish, then chat.attendant.switch with enabled=true. A definition is {version: 1, opening, list_button, away, fallback, choices: [{id: "c_…", title, description, action: {type: reply|submenu|ask|team|radeef, …}}]}; read the draft here for the exact shape. The menu needs at least one `team` choice.
