A card payment happens on the payment page in the person’s own browser: no operation charges a new card. The amount must be one some way to pay takes (422 amount_out_of_range); with no way to pay on at all, payments_available is false, url null, packages empty and the human_action is payments_unavailable (the person is told topping up is not open now; read this again later), and an amount answers 503 payments_unavailable with it. Every top-up human_action elsewhere (402 insufficient_credits, 409 insufficient_balance) is that same payments_unavailable while no way to pay is on. url is in the person’s language, as the human_action’s. can_pay is true when this person may pay (their role manages the wallet) and a way to pay is on: false while payments_available is false, and for a role that may not pay (its human_action then asks the owner). Paying needs a person who may manage the wallet, and billing details first (billing_required_before_topup, set them with wallet.billing.update).
